Resumen
En el expediente de nominación de Valparaíso, Chile, como Sitio de Patrimonio Mundial (SPM) se hace referencia a Nápoles, Italia, como una ciudad que posee ciertos atributos urbanos, paisajísticos e históricos similares a Valparaíso. Este artículo busca analizar esta afirmación desde el enfoque de Paisaje Urbano Histórico (PUH), cuya Recomendación de la UNESCO está siendo implementada en Nápoles desde el año 2010. En el año 2016, la UNESCO recomendó a Valparaíso que implementara este enfoque en su gestión. Sin embargo, hasta el momento las acciones a este respecto han sido más bien de carácter discursivo a nivel municipal. Se realiza una revisión de la declaratoria del SPM de Valparaíso y la referencia a Nápoles, analizando críticamente cómo se plantea esta posible comparación. Se analiza además en qué medida ambos casos están implementando el enfoque de PUH en la gestión de su patrimonio urbano. Finalmente, se realiza una comparación exploratoria de ciertos rasgos históricos y culturales predominantes en ambos paisajes urbanos y su consideración para el desarrollo de perspectivas futuras.

Abstract
In the nomination file of Valparaíso, Chile, as a World Heritage Site (WHS) a reference is made to Naples, Italy, as a city that has certain urban, landscape and historical attributes that are similar to Valparaíso. This article seeks to analyze this statement from the Historical Urban Landscape (HUL) approach, whose UNESCO’s Recommendation is being implemented in Naples since 2010. In 2016, the UNESCO recommended Valparaíso to implement this approach in its management. However, currently, the actions in this regard have been rather discursive from the municipal level. A review of the declaration of the WHS of Valparaíso and the reference to Naples is conducted, critically analyzing how this possible comparison arises. It is also analyzed to what extent both cases are implementing the HUL approach in their urban heritage management. Finally, an exploratory comparison is conducted about certain historical and cultural features that are predominant in both urban landscapes and their consideration for the development of future perspectives.
